I would argue Vannevar Bush was more instrumental to the Manhattan project than Oppenheimer was. This is a pretty dismissive take on what "real work" is.

They could have replaced Vannevar Bush with another manager, it would have been much harder (if even possible) to replace Oppenheimer.


Scientists will self organize; but managers alone will not invent atom bombs.
