As a general rule no one in the real world is “good” or “evil”. Everyone is acting for their own quasi-selfish and quasi-ethical reasons. Governments aren’t exclusively the “good guys” looking out to “protect people” any more than they are exclusively the “bad guys” exploiting people for corrupt gains. Corporations aren’t exclusively the “bad guys” seeking profit regardless of the consequences any more than they are exclusively the “good guys” looking to expand consumer welfare with innovation. These are just stories people in power tell to manipulate you. The truth is always in the middle.
